Ordering Information and Policies


Ordering Procedures:

We accept orders by our online (by credit card and PayPal), by email, by fax, and by mail.

Secure Online Ordering: The easiest way to order from us (if you have a credit card or PayPal) is to select our shopping cart option and just follow the instructions.


PayPal: To order using a regular PayPal account it is usually easiest to use the shopping cart option mentioned above. If you prefer to make a direct payment to our PayPal account without using our nice shopping cart option please remit the total for the items you want to our PayPal account which is: bargainstore@oldsoftware.com
Make sure to include a telephone number and/or an email address so that we can contact you if we have difficulty processing your order. Please email us if you have any other special requests, questions or processing information. Please enter the item(s) you want along with the quantities and prices of each item needed as shown on our website. Make sure to enter the description, price and quantities accurately. International customers are limited in the quantities of items they can order using our online ordering system. International customers wishing to order large quantities of items may prefer for us to email them a PayPal money request to have the orders processed and be assured of the best shipping rates. International customers may email us with a list of what you want and the quantities and your location for more information. We may accept or reject international orders from customers who submit their orders through our online payment system (using the default international shipping rates) without contacting us first but if we accept an order based upon the default shipping rate we may select whichever shipping method (First Class Mail, Priority Mail or other) which we determine to be the most cost effective and/or appropriate.

Email orders: To order by email just email a list of the items which you want to order and your name, phone number, address and preferred method of payment as follows:

Credit Cards: For most credit card orders please use the shopping cart option listed above. We do not recommend submitting credit card information via regular non-secure email. If you are unable to submit your order online (as mentioned above) or prefer not to submit credit card information online you may review and/or print our off-line order form to mail or fax your ordering and card information to us. It is critical that you only order items which we have listed and that you are careful to enter the correct price. Make sure that you supply all of the required information requested on the off-line order form whether you are able to print it or not. Also, make sure to add $8 shipping for U.S. orders totaling under $45. International customers need to contact us before placing a credit card order to verify the shipping costs. International customers should also read the information below concerning International Orders and our Defective Return Policy for Foreign Shipments. If you mail a credit card order to us using the conventional postal mail service we are not responsible if someone intercepts your order and compromises your credit card information. We recommend that you contact us via email if necessary. If for any reason you need to cancel your order it is urgent that you notify us immediately via email so that we can try to cancel your order before it is shipped.

Pre-payment:You may also email or fax your order to us and then mail us a check or do a wire transfer to us for the total amount once we have confirmed to you (by email) that we have those items in stock. We will email you with a total for you to mail to us. By notifying us this way of your intention to pay by mail or wire transfer we can hold the items for you until your payment arrives. Please do not send cash. If sending a personal check please write your telephone number on the check. Although not required you may also want to write your driver's license number and state on your check in order to speed up our verification process. All checks must be made out in U.S. funds. Foreign checks will only be accepted if they are in U.S. dollars and if they can be processed through the regular U.S. banking system in a standard fashion. Check payments are subject to a delay period until the check has cleared. This can delay shipment for several days or even more than a week. Those wishing to do a wire transfer need to email us for pricing and availability then we will email you the bank routing information for the wire transfer.

C.O.D.: WE NO LONGER DO C.O.D. ORDERS.

 

Fax orders: Our fax # is (801) 486-9128. Fax orderers please make sure that your fax goes through (send it twice if possible) and leave your phone #, fax #, credit card #, expiration date, and address. Clearly list all items, prices, and quantities needed. We recommend that you print out our Order Form if possible to make sure that we get all pertinent information. Indicate the type of computer and/or operating system(s) which you own to help us avoid any mistakes.

Mail orders: Send check or money order to: Computer Bargain Store, 3098 South Highland Drive, Suite 420A, Salt Lake City, Utah 84106 USA. Please do not send cash. We recommend that you print out our Order Form to make sure that we get all pertinent information. Make sure we have your address and phone number. Clearly list all items, prices, and quantities needed. Indicate the type of computer and/or operating system(s) which you own to help us avoid any mistakes. All checks must be made out in U.S. funds. Foreign checks will only be accepted if they are in U.S. dollars and if they can be processed through the regular U.S. banking system in a standard fashion.

Special orders: We frequently get requests for items which we do not have in stock but which we might be able to obtain by Special Ordering them based upon a specific request from a customer. When a customer requests that we try to obtain items for them we will usually try to determine if the item is available through any of our various suppliers or other connections and will then reply to the customer's request as to whether the item or items are available or not at the price and terms requested. It is often not cost effective to place very small (under $100) special orders due to the time locating and processing the order and the extra shipping costs involved.

On Special Orders over a few hundred dollars, if we are able to locate a potential supplier of the required product(s), we will normally request a purchase order from the customer indicating the quantity and description of items to be purchased as well as payment details, contact and shipping information and a purchase order number. If any clarification, uncertainty or misunderstanding about the products to be ordered exists it is important that it be reconciled prior to submitting the purchase order. The purchase order should specify with preciseness exactly what the customer is ordering in order to prevent any mistakes or disputes. Purchase orders may be faxed to our 24 hour fax number 1-801-486-9128 when ready. We then will usually obtain payment from the customer PRIOR to actually procuring the merchandise for them in an attempt to verify the customers legitimacy and sincerity. If, for any reason, we are unable to procure the items as expected our only obligation will be to refund the initial payment to the customer or (upon agreement with the customer) to continue attempting to obtain the product(s) through an alternate source. In no case will be be liable for any delays or failed attempts to procure. We will also not be liable for any credit card processing or transaction fees which may be imposed by the credit card companies upon subsequent credits which we issue back for prepaid special orders. Our receiving of payment for Special Ordered items does not constitute an absolute certainty that the items will be available or delivered, but it does allow us to proceed toward procurement. We have a high success rate for procuring most items and rarely do we ever need to cancel special orders once payment has been received. There have been rare occasions, however, when our suppliers have been unable to deliver to us as expected for various unpredictable reasons. In such cases we always contact the customer as soon as possible to inform them of whatever other options are available and to offer a refund of the prepaid amount when necessary.

We attempt to obtain and ship all Special Ordered items as expeditiously as possible but customers must expect and allow reasonable amounts of time for such procurement. We always try to inspect the merchandise once we receive it to make sure that it is as ordered and as expected prior to shipping it. If we determine that the merchandise is not up to our expectations we will contact you to discuss what options are best for everyone.

Special Orders cannot be cancelled once we have procured the items involved and Special Ordered items may not be returned except when the product is defective, damaged or not as agreed to. It will be our option to repair, replace or refund any special ordered items. Special Ordered items constitute items which we do not have in stock (or do not normally have in stock) which we procure specifically upon the request of a specific customer and we are usually not able or desirous to return them to our suppliers or utilize them in our normal inventory.

"Free Shipping" does not apply to Special Ordered items unless previously agreed to. Any shipping costs incurred on Special Ordered items cannot be refunded. There may be occasional delays when items are being special ordered due to procurement problems. Also, very expensive foreign orders for 'special ordered' items may be shipped via Federal Express in order to be able to track the package more easily and expedite delivery.

Individuals or companies placing Special Orders for OEM or other licensed software are expected to comply with any and all manufacturers distribution policies and agreements. Please make sure that you are qualified to order such items and that you understand these policies prior to placing your Special Order(s).



Shipping Policies:

Good Reputation: We have been in business for over 32 years and have a good reputation for shipping quickly and accurately. Your help and awareness of our policies will make for added satisfaction and convenience.

Estimated Shipping Time: We usually ship within 24 hours of the arrival of your order unless your order arrives too late in the week to be shipped before the weekend. There may be occasional delays when items are being special ordered, temporarily unavailable, or if a personal check is used or if we are temporarily unable to process your order for some abnormal reason. If using a personal check please write your drivers license number, social security number and telephone number on the check in order to avoid unnecessary delays. Normally continental U.S. orders are shipped via Priority Mail from Utah although we may ship via UPS in certain situations. Delivery speed can usually be increased by requesting a shipping upgrade from us. Please email or call us for shipping upgrade rates.

Foreign orders are usually shipped via U.S. mail within 48 hours of the arrival of your order. Postal service delivery time usually depends on whether you select Air or Surface shipping. Very expensive foreign orders (usually for 'special ordered' items) may be shipped via Federal Express in order to be able to track the package more easily and expedite delivery. Please contact us for more specific information. Foreign shipments may be delayed also by Customs.


Out of Stock Items, Price Changes and Quantity Limitations:
All of the items listed on our website are subject to availability, price changes and possible purchase quantity limitations. We normally have the vast majority of our listed items available and rarely change our prices. However, if an item is no longer available or if the price has increased we will attempt to contact you in the same manner which you contacted us to let you know. If the price of an item has decreased we will refund the difference or credit your card. Please provide us with more than one way of contacting you if possible. PLEASE INCLUDE YOUR PHONE NUMBER ON ALL CORRESPONDENCES IF POSSIBLE. If you have ordered an item using our secure online shopping cart system (or any other ordering method) which is not in stock or where the price has increased we will contact you to inform you of the problem and will credit your card or PayPal account back (for unavailable items) and give you the option of getting a credit back to your card or PayPal account (if you don't want the item at the higher price) or the opportunity to pay the difference if the price has gone up. If ordering by phone, fax or mail we will not charge your card for unavailable or increased price items unless you have specifically requested us to do so. If you have prepaid your order we will ship whatever available items we have and then mail a check or credit your card or PayPal account for the difference-- unless we expect the item to be in stock in the very near future. If the item(s) will be in stock in the very near future we will ship them in the very near future-- unless you have requested otherwise.

We also reserve the right to limit quantities sold to a single buyer in specific rare cases-- even if adequate inventory is available.

Payment Verification: Credit card orders and orders accompanied by a money order are usually shipped within 48 hrs. Large personal checks may encounter a 2 week delay for check to clear.



International Orders, Alaska and Hawaii: ALL ORDERS SHIPPED OUT OF THE CONTINENTAL U.S. ARE SUBJECT TO EXTRA SHIPPING. Please be aware that foreign shipments frequently encounter customs delays. Customers are responsible for any customs duties. All payments must be made in U.S. dollars. Credit card and PayPal ordering using our shopping cart system is an excellent way to order but please email us first so that we can calculate the shipping charge which you should enter as a separate item using the description "extra shipping".

International customers are limited in the quantities of items they can order using our online ordering system. International customers wishing to order large quantities of items may prefer for us to email them a PayPal money request to have the orders processed and be assured of the best shipping rates. International customers may email us with a list of what you want and the quantities and your location for more information. Alaska and Hawaii customers ordering lighter and smaller items (4 lbs or less which will fit in a 11" by 8" by 5" box or less) will usually have those items shipped via Priority Mail at the same rates as those in the continental U.S. This should be adequate for most software items and smaller accessories in small quantities. Quantity purchases of smaller items may also be broken up into smaller shipments to keep shipments to a size which would qualify for Priority Mail rates. Therefore, shipping will usually be $8 for all orders totaling under $45 and complimentary on orders totaling $45 or more which fall into this size and weight classification. Heavier or larger items will typically require extra shipping. Prior to ordering larger and/or heavier items please email a listing of the items you are contemplating and we can calculate the shipping for you. If we can fit the item(s) into a Priority Mail flat rate box the shipping may be more affordable.



We do not recommend sending checks or money orders from foreign countries unless it is a traveler's check or postal money order from a major foreign country and made out in U.S. dollars. If using a traveler's check please make sure it is a major type of traveler's check such as American Express or VISA and try to use the full amount of the check because we don't like sending more than $10 cash (for overpayments) in with our shipments. Traveler's check users must make sure to countersign the traveler's check and fill in our company name in the "Payee" or "Pay to the Order Of" section of the check. We are not responsible for checks or cash sent in the mail, but it may be possible to get lost traveler's checks replaced. Other types of foreign checks may be difficult, costly and/or impossible to process or replace.



Defective return policy for foreign shipments:

Typically our hardware and software return policy for foreign customers will be the same as for U.S. customers EXCEPT foreign customers are required to pay the postage BOTH WAYS. This is because foreign shipping is so expensive and we would be forced to greatly increase the original shipping price to offset the possibility of defective returns if we did not adopt this policy. In any case, foreign returns must be authorized prior to being shipped back-- just as all U.S. returns are required to be authorized. We reserve the right to do a refund, repair or replacement (at our option) for any international return. We never refund any shipping on international orders.

Unless otherwise mentioned the price of all listed items includes the ground shipping and handling rate of 15% (for the continental U.S.) for orders over $45. Orders under $45 must add an extra $8 for handling. Hawaii, Alaska and International orders must pay extra shipping as mentioned above.

If you need expedited air shipping please contact us before ordering so that we can determine the additional shipping that will be required. If ordering online you may request air shipping in the comments box of the online order form if you wish but we need you to specify what type of air service you will need (i.e. next day, 2nd day, UPS, FedEx or Express mail) and you must indicate that you consent for us to charge your credit card for the additional charges once we are able to calculate them.

Any reference to "free shipping" refers to the fact that most of our prices include the 10% ground shipping and 5% handling charge (to continental U.S. addresses only) for orders of $45 or more. This 15% of the purchase price is not refundable.

"Free Shipping" does not apply to unlisted and special ordered items unless confirmed prior to sale.

Utah residents must add 6.85% sales tax.

Purchases made in our store and not requiring shipping will be approximately 10% less than these listed prices.

Return Policy & Product Guarantee

Our Committment: We have been in business for over 32 years and have a good reputation for taking care of our customers. Our normal policy is to repair, replace, or refund (at our option) for defective merchandise during the first 30 days. Items which are not defective which are returned or are undeliverable will be subject to a 25% restocking fee plus either a 15% or $8 (whichever is greater) deduction for shipping. In addition to this items for which delivery is refused or missed by the orderer may be subject to an extra 10% charge if the carrier charges us an additional fee for returning the refused or missed package to us. We accept no liability for the performance or non-performance of any product which we sell except to repair, replace, or refund (at our option) according to our normal 30 day return period. We accept no liability or responsibility for any viruses or anything resembling a computer virus, worm, trojan horse, etc. Those purchasing both new and used software from us are expected to have implemented computer security to protect themselves from such incidents. Shipping charges and credit card transaction fees are not refundable. Individuals returning products for a refund will have 15% deducted from the refund if the shipping and handling was originally covered by us due to their order qualifying for complimentary shipping by being over $45. Warranties on new equipment are the sole responsibility of the manufacturer. Purchaser agrees to pay all legal and/or collection fees for credit card chargebacks and/or returned checks.

Many of the items returned to us as "defective" have absolutely nothing wrong with them. Many so-called operation problems stem from lack of experience, pre-existing problems with other hardware or software, incompatitbility with other components, or improper installation. Please help us keep prices low by trying to resolve such problems by yourself before trying to contact us.

We do not guarantee a refund to those who order products which are not compatible with their hardware or software. It is the buyer's responsibility to investigate or contact us prior to purchase to verify if the products they intend to buy are compatible with their system requirements or application(s). We can only guarantee that the items we sell will perform properly when they are used appropriately and in accordance with normal system requirements or product usage guidelines.
Shipments to foreign countries have the same guarantee. However, foreign customers must pay the shipping BOTH WAYS.

Replacements: Unless otherwise mentioned, defective new software may only be replaced with another exact copy of the same title (if available). We also reserve the right to replace or repair any damaged or defective floppy disk software by duplicating a good originial. Once a new software package has been opened by the purchaser it may not be returned for a refund or a credit toward any other item..

Tampering, abuse, common sense: Also, we put integrity seals on all hardware to determine if tampering or modification has occurred. If these seals are broken you cannot return the hardware to us for any reason. If you are planning modification and/or tampering please keep this in mind. Help us keep prices low: use common sense! It is our goal to treat EVERYONE fairly, but we can only help each person so much. Please do not expect unreasonable quantities of assistance or time on low-cost items.

Non-returnable items: We are under no obligation to accept returns after 30 days. We also will not replace abused or carelessly treated items or items with insignificant flaws which do not effect performance. We will not replace any items which are specifically sold sold "as is".

Please DO NOT ACCEPT ANY PACKAGES WHICH SHOW SIGNS OF MISHANDLING OR DAMAGE DURING SHIPMENT WITHOUT REQUIRING THE CARRIER TO PROPERLY NOTE THE DAMAGE in case a claim must be filed for shipping damage. If you sign for a box which is damaged without properly noting the damage with the carrier you will not be able to return any damaged merchandise contained therein.

Return Authorization: All returns must be accompanied by Return Authorization Number and must be fully insured. Please call (801) 466-8084 (see above hours). No returns accepted without prior approval. Opening and/or tampering with hardware voids all return rights. We put integrity seals on all hardware to indicate if tampering has occurred. Any items returned as defective which are found to be totally functional will be returned to sender with a C.O.D. tag for return shipping costs plus a $10 testing and handling fee.

Order Cancellation: Please make sure that you know what you are ordering and make sure that you want the items you are ordering and are happy with the price before you order. Make sure that the item you are ordering is listed on our website and please double check the price before ordering. Also, make sure that you can afford what you are ordering. If you know that you need to cancel an order please do so immediately. It is always a hassle to cancel an order once we have prepared it for shipment. Also, credit card transaction fees ranging from 3% to 3.5% may not be refundable after a few hours. We reserve the right to impose a restocking fee (up to 20%) for cancelled orders which have been prepared for shipment because of the time and effort which we go to to make sure that everything is properly inspected and well packaged, etc. Once an order has been shipped then you must follow the previously mentioned return policy and be subject to additional restocking charges, shipping charges and/or restrictions.

For technical assistance you may email us, write us. We have been in business for over 32 years and can often answer your questions quickly. Please try to solve your problems yourself. By learning how to solve problems you become more independent and knowledgeable-- and help keep costs down. Please don't expect large amounts of time and assistance for low cost items. In certain instances we may agree to provide extra tutoring or technical support for a nominal fee.
